A registered sex offender is facing new sex crime charges after Lowcountry authorities say he propositioned a minor for sexual favors.

Thomas H. Brown, 39, of Cottageville, has been arrested by Isle of Palms Police on a charge of criminal solicitation of a minor.

Police say a relative of the victim claims Brown asked a minor if she’d like to perform oral sex on him while walking back to a vehicle from the beach June 2.

Brown then reportedly asked the minor victim again to give him oral sex later at a cook out, police say the relative told them.

Investigators discovered Brown was convicted of second degree criminal sexual conduct with a minor in 2014. Records showed Brown also had possible active arrest warrants over failure to register as a sex offender in Colleton County.

Brown was arrested Monday, June 25. He since has been released from Charleston County jail after a judge set his bond at $25,000.
